Description: Provides high-performance LOWESS smoothing (Locally
        Weighted Scatterplot Smoothing) using a 'Rust' backend.
        Supports various weight functions, robustness iterations,
        streaming/online processing, cross-validation, and uncertainty
        quantification. Applicable to genomic data, time series, and
        general-purpose smoothing tasks.
